How to compare cement proposals of two companies other that comparing cost of services, equipment and material cost.
Both cementation companies are multi-national and experienced companies.

Are you doing a tender evaluation? Are you preparing a drilling program? Do you have any specifications for your cementing job(s)? Obviously the comparison will be between your specifications and the cementing companies’ proposals. Which one complies 100%? Second, if you have some case histories in your field then check the performances of both.

I want to do the tender evaluation; particularity the technical section within few days.
Specifications for cementing job is ultra light slurry for 7" Liner.
Both of the companies have worked in the area and have same expertise; the performance of both companies in the area is good.

Following is suggested:- a)Collect original Job Report / Invoice etc which give the Cementing item details with quantity and the costs. b) Make job templates on previous job categories...For example, take 5 Jobs each on 1)Surface Casing Cementation, 2)Intermadiate Casing Cementation, 3)Production Casing Cementation,4)Plug Job, 5)Acidizing Job . c)The Job template (now 5 categories with 5 Jobs each) should have distinctly sub categories like Personnel,Bulk Cement & Pumping,Cement Aditives,Transportation and any other cost item...The excel sheet should have Item Name,Quantity,its Unit and sub totals and totals. d) Now once the Templets with previous Job quantity are prepared, you are ready to open the Bid Document. e) Have vertical sections for each Bidder,adjacent to the quantity of your template. f) Enter the unit rate of each bid ,multiply with quantity in the Template and you have the Total Cost for each Job. g) Totalling each bidder, on each category, you have a basis for comparing. h)Now if you put No of Surface Casing Jobs you will do during the contract period,you can put the Final Scenario to the Bid Evaluation.Similarly have the quantities for each categories . i)If you multiply these Job Quantity numbers to sub totalling of Bidder1,Bidder2 and add, you shall have L1,L2 etc.
